Bosnia and Herzegovina is faced with the challenge of caring adequately for an ageing population – according to the United Nations Department of Economic and Social Affairs, in 2060 persons over 65 years of age and older will represent more than 30% of the overall population in BiH, compared to 17% in 2017. By 2050, BiH will rank 4th on the projected list of oldest countries in the world. The capacity of the state institutions to cope with related challenges for the social and health systems is minimal, while a high level of economic out-migration results in elderly left alone and without the direct support of their closest relatives. Homecare assistance is not systematic, mostly unavailable, and limited to isolated random locations in the country, often lacking standardization and sustainability.
To introduce a sustainable model of in-home care services for elderly in need in Sarajevo Canton and one municipality in RS through establishment of a sustainable service provider Hilfswerk “House of support” (HS) to provide high quality in-home / mobile care and social services.
The HS will build upon the experience of the mobile elderly care system that has been successfully functioning in Hilfswerk Austria for decades, emphasizing employment of well-educated and competent staff and its continuous education, providing mobile homecare with organized and responsive management and systematic quality assurance.
The project is closely interlinked with the ADA-financed framework programme “House of Support – Services for dignified life of elderly in Georgia and BiH” (2020-2023), focusing on cross-country peer-exchange with Austria and Georgia and systematic knowledge management to allow for standardized and high-quality services.
